I. Greetings and Introductions
Chair Margaret Anderson Kelliher welcomed everyone and gave an overview of the meeting schedule for the day. Task Force members and members of the public in attendance were then asked to introduce themselves.
II. Policy Incentives Discussion
John Fuller, Minnesota Senate Counsel; Joel Michael, Minnesota House of Representatives Research Department (Taxes); and Bob Eleff, Minnesota House of Representatives Research Department (Telecommunications and Broadband issues) appeared as a panel to discuss policy incentives impacting state revenues or requiring legislation. They responded to questions from Task Force members.
III. Approval of Minutes/Subgroup Work Time
Ms. Ideker moved approval of the minutes from the May 8, 2012 meeting. Second by Mr. Evans. Minutes approved.
The Coordination Across Government Levels and Best Practices/Incentives subgroups met.
IV. Lunch and Presentation by Otto Doll, City of Minneapolis CIO
During lunch, the Task Force heard a presentation by Otto Doll, CIO for the City of Minneapolis. Mr. Doll discussed the City of Minneapolis’ recently completed survey and ongoing work on digital inclusion. V. S1939 Broadband Conduit Deployment Act of 2011
Erika Nelson from Sen. Amy Klobuchar’s office gave an overview of the Broadband Conduit Deployment Act of 2011 and responded to questions from Task Force members.
VI. Rights-of-Way, Permitting and Dig Once Strategies Discussion
John Schultz, U-reka Broadband; Dan Gasow, CenturyLink; Toby Brummer, Hiawatha Broadband; Dave Seykora, Minnesota Department of Transportation; and Gary Shelton, Scott County appeared as a panel to discuss issues and strategies regarding rights-of-way, permitting and “dig once” in the deployment of broadband facilities. Ms. MacKenzie moderated. A slide used by Mr. Seykora in his presentation is available at MNDOT Task Force Handout. The panelists responded to questions from Task Force members.
VII. Subgroup Work Time
The Broadband Adoption and Monitor/Understand Impact of FCC & PUC Decisions/Cost of Broadband subgroups met.
VIII. Subgroups Report to Full Task Force and Feedback
The subgroups briefly reported out to the full task force on their recent activities.

The tentative plans for the July 16 meeting in Deer River were provided to Task Force members.
There was a motion to adjourn by Mr. Sjoberg with a second by Mr. Bass. Motion approved. Meeting adjourned at 3:20 p.m.
